No, I don't think so. She was told that the Housemate (singular) with the most votes would be immune from the public vote. Big Brother just omitted to elaborate that ALL the Housemates with the most votes would be too!

It could still just be one person - if Makosi has the most nominations then it will be her that's exempt.

If there's a tie with 2 or more housemates, then they'll ALL be exempt.
