There's a bit just before she gets out of the water and she starts looking around, you can almost hear her thinking You idiot with the camera, stop filming and help me save my baby!!

The video starts just after the cat throws the puppy in.

It's really bad form of the cameraperson though. How long would they have left it before actually doing something? I couldn't stand by. I'd be more desperate than the mother to rescue the little thing.

I was thinking the same JHC... Who could stand by and film that without helping?

And yes, undoubtedly the cat was behind the whole thing.
