I would say either Birmingham or Sydney

I don't think any city deserves to be a capital city more than London in the UK, not sure about other countries

I think obviously the most "iconic" / world famous city that isn't the capital city is New York (by a long way).

See... In Scotland, Glasgow has a lot more going on and is a bigger "hub" (probably "the" hub) for Scotland BUT in terms of the look of the city, its easy to see why Edinburgh is the capital for good reason. Glasgow (as a port / Dock city) is a weird combination of very modern areas mixed in with clearly very post-industrial areas, whereas Edinburgh feels and looks a lot more historically significant and "Scottish", and there's clearly more historic wealth gathered there. In the centre anyway. Some of the outlying areas are roughhh. But that's the case for most cities that have wealthy centres, unfortunately.

Manchester/Birmingham (I'm biased about Brum bc I have family there and visited a lot growing up, but Manc has it's own distinctive and cool culture.)
