Many characters stories are apparently done and wont return in the future and they are

Missy
River Song
Vastra
Jenny
Strax
Weeping Angels

Nobody's said anything about stories being "done". Although Moffat specific creations like River Song, he's said himself her story is over.

All Chibnall has done is confirmed we have no returning characters/villains in series 11. Which is only a good thing.

Nothing would stop any of them returning at any point in the future.
