Yes it seems that in order to keep up with Russia in the nuclear arms race America has to pull out so as not to break the rules of the treaty.Otherwise risk being at a disadvantage.
The balance needs to stay equal to prevent a nuclear war.Mutually Assured Destruction has to be a threat to everyone.Including defence systems.I think Putin is creating (or trying)missiles that can evade Americas missile defence systems on the European/Russian border aswell.
