Basically, imagine that instead of being raised by an experienced detective who knew how to cover up a crime and had a solid moral code, Dexter had been raised by an abusive book shop owner. That's how you end up with Joe . Important to remember that Dexter didn't kill people BECAUSE they were murderers, he killed people because it was the only way to satisfy the uncontrollable urge to kill, and so he sought out murderers as his victims because that was better than trying to resist completely (as he couldn't, and WOULD have ended up killing innocent people).
