Yep.They will either
A.Blame it on Ukrainian army and deny all knowledge
Or
B.Blame it on the rebels and deny any association with them.
There are apparently bugged phone calls from the rebels saying that they shot a plane down at that time thinking it was a Ukrainian military cargo plane.
