I'd say so, it was an invasion of personal space. But "offensive to the public" was definitely over-the-top.
However, the warnings should be consistent. I think Katie H deserves a reprimand for her repeated comments where she negatively generalises Americans, too (which
are likely to be offensive to some members of the public). I'm sure someone would be warned had they said the same sort of things but about those of a different skin colour, so I'm not sure why remarks that can be seen as xenophobic are tolerated.
