That is definitely known in America and not a gag. A lot of people wonder why that is the case in our nation (not to mention gun deaths). Many believe the militarization of the police and incarcerating non violent drug offenders and the like is the root cause of the great prison population. A lot of us are trying to help
but it is a slow process.
