They shouldn't
only be placed within their respective cultures, that's not a policy however it is preferable from the perspective of the child. It's not nonsense for them to have a shared racial/cultural history with their prospective parent is it?
The 'all you need is love' is quite a one dimensional view, on a deeper level we need to be aware of our racial/cultural roots.
I'm not saying white parents could not provide this for a Black/Aisian/mixed race child, ( or visa versa) but I'd say they should be aware of the need.
