Killed people who got in the way of his relationships. So they are bad to him, but not to the audience.

A mixture actually, but not murderers like Dexter... he mostly kills people who are inconvenient to him personally, but...

Spoiler:

In S1 he kills his neighbour's boyfriend, who is abusing her and her son, because he's befriended the son... and in S2 he kills a Hollywood producer type guy who has been drugging and taking pictures of teenage girls (accidentally, whilst holding him prisoner). Again because he's befriended a young girl who is the guy's "latest target"


So basically he doesn't kill "because he wants to" and doesn't seem to get any enjoyment out of it... but he does get rid of people because he thinks it's "necessary". He's definitely a villain, not an anti-hero .
