I don't understand.

They are going to do this over the next 5 years.
There's no word of 6 to 10 years at all

Government's can have 5 YEARS in power before elections.
So if they're going to do it over 5 years.
It would all be done by the next election anyhow.

It is estimated
that it will take more than 5 years.

Some will stay private, as well.
