I know there isn't a country capable of that, but hypothetically speaking.

You're talking about the first Iraq war, I was talking about the second one.
If an American terrorist group based in America went over to another country, and were targeting innocent civilians, and the American government refused to arrest the people responsible for it in America? then YES of course another country would absolutely have the right to attack America!

Let's say a group of Muslims in America were carrying out attacks on people in Canada, Muslims living in America flew planes into buildings in Canada, and we knew who that group was, and America allowed that group to continue attacks against Canada... then YES Canada would have every right to attack that group in America. If the American Government refused to stop that group then absolutely the Canadian government would have every right to attack America.

There was only one Iraq war. the UN sanctions on Iraq were because of Saddam attacking Kuwait, that's why the UN ordered weapons insepctors to make sure Saddam had no WMDs. There was only 1 iraq war, not two, there was a ceasefire for a while, but both wars were the same. We gave Saddam Hussein every oppurtunity to get right, he refused.
