Default Valid reason for reporting a post seems restrictive.

I wanted to report a post elsewhere because I was unsure whether a post advocating something that is in violation of the criminal law, could be a TOS violation with vBulletin but on clicking the report button I got the box with this text.

It seems here that you can have a polite post advocating a breach of criminal law, which can not be reported

Also if we spot say duplicate posts or off topic posts, they can not be reports.

Would it be possible to widen the range of posts that can be reported? I realise it could be, that on assessment, there is no issue with the post in question, but it would be nice to raise a question if we are unsure.
