Chris and Toya want to be Ashleigh's friend forever

What's the difference between Toya saying she wants to be Ashleigh's friend forever after 3 weeks of knowing her and Chris saying the same thing after 8 weeks of knowing her?

How long do they need to be friends for before he can say he wants to be her friend forever? Does he need to come out as gay to be able to say it sooner? Face transplant? Sex change? All of the above?
