Of course white people can be racially abused. If a non-white person is cruel to a white person because of the colour of their skin, that's racial abuse. Do you people seriously believe that's never happened?
And that definition of racism is far too specific to merely particular situations. If somebody antagonizes somebody because of their skin colour, it's racism, and people from all walks of like have been victims of it. As for the "What people think it means" side, I doubt most intelligent people think it's automatically racism if a black person picks on a white person. Now, if skin colour is an issue in the bullying then, yes, it's racism. You're speaking like it needs to be on a large scale to qualify as racism. It doesn't. One isolated incident can be racism.
People of all races have been victims of racism.
