No I don't think she can lie in that instance, she can lie about the bottom 3 being close, as it can't be proved one way or the other, as there could be a rush of votes on one housemate after that announcement but I don't think lying about who the top two are is something that can be considered acceptable in a public vote

Bianca's vote didn't surprise.
She and Jamie have upped the false romance,then came the reveal to Jamie of her guy on the outside.

Sadly the viewing public fall for these showmances and likely wanted to see how it goes.
