Basically I don't believe he was thinking about winning.

He chose Sue believing nobody else would (and that his vote would remain anonymous) because he hates seeing people targeted (Arthur hello). It was a mistake because it inevitably left Isabelle vulnerable and he looked like a dick.

Arthur was a one off. Other hm's have been targeted. Isy for example and Raph did nothing.
