Raph can't win in that situation, had he kept what Josie said to himself it would get used as him being two-faced and false. But confronting Andrew makes him look bad?

I don't think they have fallen out. But Raph is a bit disappointed in him.

Yeah I was thinking about this the last hour, the bold part points to Raph meaning Andrew evicting Sam automatically makes him the "winning" Second-chance housemate - without letting the public decide etc.
