Default What was so significant about Vivienne Westwood's thatcher cover

I apologise if this is the wrong place to post something like this, but I am trying to do some research and can't appear to find information on the subject. Please answer in a non partisan and impartial way.

So, in specific I was researching Vivienne Westwood as she interests me and I came across a front cover in which she was dressed as thatcher. The magazine cover was captioned "this woman was once a punk". This is apparently, according to a few newspaper articles, one of the best front covers of a magazine ever (that may be an exaggeration, I don't know).

My question is - what in specific was so significant about this front cover, and what were Vivienne's intentions for organizing/creating this?

It says april fool on the cover, it's from 1989.
