These rock islands are a few km apart,yet 21 hours time difference is between the two, one is in Alaska and one in Russia,
Things that make you go HMMMmm!

How about this?
The islands either side of the international date line are 24/25 hours apart! https://www.worldatlas.com/aatlas/infopage/dateline.htm You could take a couple of hours flight and do Christmas/NYE twice |

But I thought time was all to do with sunrise and sunset so surely these rock islands would see the same sunrise and sunset so why is the time different

It's a 21 hour time difference, so it's not completely different. For one island the sun would set at 11pm (or somewhere around that) and for the other, it's happening at 8pm the following day.
