Default Canada adopting same UK model of conservatism?

Here is a youtube video of the Manning networking conference in Iowa where the speaker within the first 90 seconds makes a causal link between the 1942 Beveridge report which highlighted the social ills that blighted post war Britain and the changes needed to create a civilised society and the high levels of lawlessness, drug use, lack of trade skills and welfare dependency.

The 'guest star' of this conference? ..Iain Duncan Smith.

So what's his solution to this imperfect 'wrongheaded' model? it would seem if the social and welfare structure as designed is so wrong then it needs to be dismantled.

Skip to the end for info on 'social impact bonds'... they're privatising the welfare state.
'using money from dormant bank accounts'....so, robbing banks then?
