You're probably thinking of C4's Forum which no longer exists (you might be thinking of Digital Spy Big Brother Forum which is the other existing one with lots of users).

Part of C4's cost-cutting measures I believe. It was always very rattly and needed more inverstment they didn't seem able to make.
