10/4 = You bet 10, you get 4
3/11 = You bet 3, you get 11

Bets where the figure on the left is larger are called "odds against". For example, odds of 3/1 (read as "three to one") mean that the bookmaker considers it 3 times more likely that you will lose than win.

(-150 or +110)
Negative numbers= Amount needed to risk to win money
Positive numbers = Amount you will win if you risk money

Nebi, not sure how it works in Canada but given the odds you quote the returns you mention wouldn't be the same in this country...

10/4 = You bet 4, would return 14 (so you win 10) or if you want to as you say bet 10 it would return you 35 (you would win 25). These are as you say the odds against, long shot bets where the bookmakers believe it's less likely you would win so entice you with longer odds.

3/11 = You bet 11, would return 14 (so you win 3) or if you want to as you say bet 3 it would return you 3.82 (you would win 0.82). Like you mention these are shorter odds (odds on) whereby the bookies believe it is likely to win.
