Great idea on how to control housemates/siavash

I just thought of a idea on how to stop housemates messing about or rebeling in the house regarding nominations.

First do a small task on a saturday asking for the 2 people in the house they would least like to be evicted. or like the most
second on sunday tell housemates that due to siavash breaking the rules regarding nominating big brother is warning housemates that if it happens again the offending housemates 2 best mates will be going up against eachother.

This will cause some conflict and also put a stop to any more crap

Siavash is playing some kind of martyr and obviously he has some kind of success in public's eyes.

One way to punish this behaviour coul'd be that if Siavash refuse to nominate again the nomination points will be added to the housemates he speak first and second after he leave the diary room.
