Why not? The turnover of clothes in Primark is very fast and they sell what is fashionable at the time. Okay, not the best quality stuff, but in a couple of months time the Primark stuff will be just as out of fashion as the Prada stuff that cost fifty times as much. And for young people on a budget Primark serves its purpose.

I never liked Hira, but she always looked really good, and always much better than Bea who, let's face it, is a bit of a fashion disaster.

What she said was that she was surprised that Hira was a fashion designer because her clothes looked like they came from Primark... meaning that Hira's designs looked like clothes from Primark. She didn't feel that Hira was creative and was using the clothing that Hira wore as an example.
