From reading that, with the "update" at the bottom, they don't really know what is going on. I will wait for more reliable information later today.

Charlie and Sophie must be up if Siavash didn't nominate, BB said so itself!

No, BB said that if anyone refused to vote then their votes would be for Charlie and Sophie. So if Siavash was the only one to refuse, then Charlie and Sophie only got 1 vote each as a result. If others didn't vote for them, they wouldn't be nominated.
