Siavash has been her friend for 12 weeks, and she understands his reasons for not nominating, so why would she nominate him out of sheer spite for him giving her one vote by not nominating?

Well she wasnt going to nominate out of spite. Siavash is one of her closest friends so even if he nominated her by default it would be spiteful to nominate him back because of that
