When you vote to evict those who are "most disliked" have to leave, not those who are "least liked". It sounds the same, but it's not. The "least liked" may well be people who are more or less anonymous, whereas the "most disliked" are people you either love or hate, i.e. interesting characters like Steven and Sisqo.

It is and always has been an 'unpopularity contest' which only turns into a popularity contest in the final week.

The HMs set the horrors up with nominations, then the public kick them out with votes. If you don't like an unpopularity contest, watch Corrie or something else.
