Its so stupid to try and make kids stay away from each other. Especially when they hvae nothing to do. IN the US the cops always bugged us whenever people gather anywhere, usually outside Jack in the Box and such. It only encourages anti social behavior, and makes people more virtual. Its bad enough everyone goes on the internet now, as soon as school is over. NO ones goes and hangs out with their friends, or play some sports, etc...

Can someone break it down in a simple way?
Some Youngsters tend to hang outside a specific shop, causing a nuisance to the shop owner.
In responce a solution was conjured up, a loudspeaker would be positioned outside the shop, which emits a high frequency, unpleasant noise, which only youngsters can here because of their sensitivity to high frequency sounds.
An aggressive solution, in responce to, a symptom of a failing community.
There's just nothing for kids to do Leathertrumpet, left to their own devises they create mischief.
Imagine a Lesure Park, with Sports activities, Music events, a Boxing club, Scouts, Dance Tuition. All ran by the community, a small admission fee to the park. There would be no kids hanging around shops. Kids would be inspired by so much. The only inspiration kids get is from there parents, school, and their equally uninspired mates. It's not enough, we use to beat kids and opress them to control them, now it is not allowed, so there childishness goes unpunished, thus adults need to inspire them to achieve.
On the whole adults are failing kids

It's a solution which does not involve an infusion of animosity between adults and kids, you get out what you put in, so if the best adults can do is attack kids with noise then it is a dark future i see.

Children who say " its boring here, we have nothing to do"
mean
my uselsss lazy, probably fat, smoking parents, have provided me with nothing to do, never read to me as a child, do nothing but criticise and chastise me, do not provide me with a role model and have brought me up in a secular home that values nothing by electrical goods.

I think there has been a undermining of the role of Mother in this country over the decades, all most as if, it was a part time job, or an optional extra to a successful family.
The scars are beginning to show.
