Silver Membership is free but you can't play games online but you can still download stuff and talk to people while you can play online with a Gold Membership (The one you have to pay for) and can get some downloadable content before those on a Silver membership.

I only tend to buy the 3 month memberships really as I tend to play it a lot and then go off it for a while.
