What makes him stupid is that he hasn't got the intelligence to use a little tact instead of blurting out every half-baked idea that pops into his head. You don't have a duty to "tell it like it is", sometimes it's better and more intelligent to leave some things unsaid.

As for what we do in "this country", that's a bit of a wild generalisation. I've been to quite a few countries - including Australia - and you get idiots wherever you go.
