There are several reasons why Steve might decide to go:
Joel said he would nominate Steve because "he thinks he's untouchable".
Joel also said his favourite was Ben, whom Steve regularly nominates.
The newbies have let slip that JJ1 is favourite.
None of the newbies said their favourite house-mate was Steve.
The newbies didn't make a bee-line for Steve like Keeley and Rachel did.
Dave has had a few digs at Steve about the "untouchable" remark.
I think Steve (and the others) have always thought he was favourite to win and now he's realising this isn't the case he wants to go.

Liking the analysis Steve was taken back by Joel's untouchable comment and is astute enough to realise that some of the more dense Rachels no sorry people in the house will absorb this and start to dismiss him as a power in the house.

Steve isn't exactly a moving target. More of a captive audience.
