Rachel wanted the people who DIDNT come out and say, they would nominate Rachel for eviction.

Rachel jumped up immediately when they appeared on the screen. Jo and Joel could have said they'd nominate Rachel, but Rachel was too busy demanding they get in.
But anyway, why didn't she jump up for Megan? What was so different about Megan that she wasn't like Jo and Joel?
