I would think that are probably laughing at me on the inside, but they don't want to seem rude. Or they want something from me. Either way I wouldn't smile back, and I' try get away from them. If it was on a bus or train, I'd just ignore them and read my book and try stay calm.

I normally get scowled at if I smile at someone in the street or wherever, which is why I've come to just staring at the floor and avoiding eye contact whilst I go around

Not all, but a huge majority of people suck and are very judgemental in my experience.
