Because if Josie wins he will claim it is because of him. No if she wins it will be in spite of him. How many times is he going to tell her she is thick.
She is naturally good with people and knows exactly what to say. That is why she has not been up for eviction. Steve only voted for her because he saw her as a likely winner not because she annoyed him.
