Neither of them are legendary Housemates and keep in mind that the last ones out of BB11 are still on huge waves of popularity.
In (for example) 6 years nobody remembers them as legendary classics but people DO still remember Nikki, Nick, John, Makosi etc.

It's similar to why you don't find Jedward in the Pop Music Hall of Fame. Even though they surely have far far more Twitter followers than say Blondie or New Kids on the Block.

Sam is a little Shiit that stired it up for the boring BB11. Knew everything about the housemates, and did exactly what people in the outside wanted. Completely screwd Corin's chances of winning, while screwing himself over as well!! Hardly legendary!

Sam is a novelty act, that was funny for about 2 seconds. He would be totally ignored if he went in there and out of his depth!!!

It was a vote to evict with them all up apart from Josie. He left with the highest percentage. So if you reverse that with the vote to save it makes sense that he would still have gone along with JJ and Andrew and one other.
