Well Raccoon City would be full of zombies and they'd be harder to avoid so I'd choose Silent Hill, you could just find a nice room somewhere and not go near any apartmant blocks, schools, hospitals, old haunted houses, strange island prisons, subways ETC.

Silent Hill would be scarier though.
