No, some people have it some don't its just the optic never signals getting mixed up which what ever signals make one sneeze.
I wish I had it, sneezing is amazing for clearing sinuses and I wish I could trigger sneezes like some people can.

I would've thought it happens because its your body trying to make your eyes close and look away from the sun directly?
