How will a sound proof fence work though I've never heard of one. Unless they put a room around the whole house.

I think they might have a glass roof, where it can move over the housemates at night and open during the day.

Had a quick look online.
It seems a sound proof fence is basically just a normal fence with soundproofing material inside it. So it will make the sound quieter but, obviously, they will still hear some things.
It should work more effectively for the people outside the fence as the HMs won't bee too loud and they aren't above the height of the fence.
As for the eviction crowd they will still be heard, not as loud, but still audible.
Sorry if this is hard to understand, it seems I typed most of it without thinking of a proper structure.

As someone's said, a motorised roof would be ideal! Open in the day, closed in the evening so that volume levels won't affect the housemate's activities.

I think who ever the people are who complain they will have there ears to the wall and the smallest sound and they will be ringing up complaining about the noise to be honest
