Strange door above staircase

On the sloped ceiling At the top of the stairs there is a strange door thing, could have pull down stairs?

Looks like an ACU/ventilation thingy to me, but suppose it could be pull down stairs.

lol I dont think thats a door, I think its just covering the wires from the lights. If you look at the bottom, it doesnt join like a door.
