The way I see this is that he auditioned in front of the judges, everything played out as he described, but once Andrew had become famous through Pineapple Dance Studios, Simon saw what he had missed out on and admitted that he was 'devastated'.

On The Talent Show Story, it was revealed Simon didn't want to join the original Popstars judging panel, as he thought no one would watch, and then it turned out to be a massive hit and he said he was gutted. This seems to be the same thing here.
