Stephen Hull is executive editor of the Huffington Post UK website, which is in the same building, although unconnected to the attack, which is though to involve a logistics business.
He posted on Twitter: 'Just interviewed woman who was target of attack. Man came into logistics office strapped up with 4 canisters threatening to blow himself up."

The human mind which at times can cope with enormous stresses and traumas can also succumb to many disorders, either hormonal or emotional. Its a very very frail organ at times. The resultant destruction caused when it breaks down can be enormous in its impact on others lives.
There may be a little more to this story than just he was turned down for his HGV licence.

I don't think most people would doubt that but he is putting others at risk of danger and the situation needs to be dealt with as swiftly as possible.

Nope, it doesnt, no one really knows what he has with him, he may have gas explosives firearms etc. He may just have things built to represent them and "just wants to be heard", society seems to instill in people the sense they need to be heard and not just accept life and its setbacks.
Either way the best way to deal with the situation is to put in place measures to prevent it from worsening and ideally let him calm down and realise the stupidity of his actions, while at the same time have the capability to take him out while minimising collateral damage should things turn pear shaped.

That's what the negotiators will be trying to do I imagine first. They will want to deal with it as quickly as they can though. Why wouldn't they? Especially as they are aware that he has materials of some kind that could be used to harm himself and others?

There are snipers ready to shoot, however what will be happening on the ground will be a scenario similar to this, a couple of assault teams from SO19/CO19(Specialist Tactical Firearms teams) will be ready to assault on a quick or contingency assault plan. Away from the incident area there will be more teams assessing the situation and making better more in depth plans to assault.
Once the indepth assault plan has been approved and practiced those teams will move in and take over from the initially deployed assault teams. After they have been rested they will go through the same plans. Adapting them and then they will merge into the assault team shifts.
The longer it goes on the more information is gained about the target and the building, the greater the chances for a successful assault if it comes down to it.

Yes, I totally understand and agree with what you are saying. Of course they need to collate as much information as they can to have better understanding of the situation, and to try and help the siege come to a peaceful conclusion, without the need for anybody getting hurt or worse. But they will in fact be trying to get as much information as quickly as they can. The quicker they they have information, the sooner they can work towards, and prepare, a possible resolution to the situation. I wouldn't have thought they would have wanted to string it out and buy for time, unless they didn't have all the information to hand and were not in a position to act. They would want to get things under control and people out of danger as quickly as possible surely?

Apparently these HGV courses can cost up to about £3000 to take and often don't end in a job, I guess he'd shelled out a sh*tload of money for no reward and just snapped

Yes they are not cheap.

there was also mention about this firm taking full money up front from a few people at a time, then going into administration, then opening up again with a slightly different name and the same staff a few weeks later.
