I don't think Caroline runs the house. Its easy to see why the other housemates would have nominated Chris and Benedict as well, and victoria went up day 1. Both Chris and Benedict had confrontational personalities, that's why they went up, it just so happens that Caroline didn't necessarily get on well with them.

She may end up running the house eventually, but I don't think its happened yet. She also seems quite lazy though, so she might as easily just not be bothered and let someone else do it :P
