She comes off boring because BB knows she's this seasons 'underdog' type and they won't give her any tasks to change that. In the mean time, boring people like Shievonne get tasks made specifically for them they make them look more interesting (ie: her mimicking the other HMs in the DR and having all the HMs do the scare task).

Deana will not get any interesting task to show shes funny or having fun.

Of course that's true but there are a lot of people out there - believe it or not - whose negative opinions on Deana aren't influenced by two stupid, arrogant boys by which saying they have the mental age of a newborn baby would be offensive to the newborn baby.
