Can you do that? I thought it would just be one massive league no matter how many people are in it.

I have it figured out. The bottom half of this year's league form their own league. Somebody would make it, create a password and U2U all the participants of the league's with the password; that way the people in "League 2" wouldn't know the password to League 1 and vice versa. The person finishing bottom would then not be informed with the password to League 1 the following season.

Yeah thats how to do it, thing is we need to make sure we have an even number in this years league otherwise we wont be able to split it in half for next season fairly, at the moment its even but more people may join making it an odd number.
