Big Brother sound effect help? :S

Hey everyone. Have watched Big Brother from the beginning and this is randomly annoying me.

In a past series there was this noise. It's at 2:21 in this video http://www.youtube.com/watch?v=ThKNt-GY1ww&feature=youtube_gdata_player
It's an electronic whirl or something.

I can't remember which series it was or when it was played. Was it at the end credits? Or something similar?
