Obviously the likes of Lincoln, Jefferson and Washington would dominate an "all time" one, so let's just narrow it down from McKinley to Obama. Poll on the way.

LBJ is the most underrated
JKF the most overrated (though Truman is close)
Nixon the most interesing from a pure history fan perspective (the guy was actually insane)
Hoover/Bush the worst

I have gone for John F Kennedy,I feel a lot could have been good in the World had he and indeed his Brother Robert after him not been assasinated and had good runs as Presidents.
