can it be too cold to snow?

People say oh it wont snow as its too cold, i dont get this as it snows in siberia and places alike. Anyone know different?

The colder it is the slower it will melt and it will freeze over more quickly. In the clouds its below freezing point. But yeah it can't be too cold for snow, I don't think... :laugh:
