Has minimum wage for 16 year olds always been that low?

I have never understood the reasoning between the 18-20 year olds not being adult rate.
It is the way the minimum wage was set up though by Labour.
I still think the min. wage is too low in any event but at least the Govt have given and honoured an increase.

I'm pleased about this, I earn minimum wage, this really is a bonus, shame it's so far away though...

If you are working paying tax, and NI you should get a full adult wage, especially if over 18!
Still nowhere near the 'living wage' is it?....
